MR. SAYRE FOR WASHINGTON
Rugby, March 18. President Roosevelt revealed that Mr. Francis B. Sayre, United States High Commissioner in the Philippines, has arrived in Honolulu. From there he will go to Washington to report. Mr. Roosevelt added that Mr. Sayre would probably return to the Southwest Pacific as soon as possible, but did not say he would return to the Philippines.—B.O.W.
