BUREAUCRATIC CONTROL London, March 16. The Lord Mayor Ox Birmingham said in a speech: "We are not lighting this war to install gauleiters or to put the Gestapo in charge of Britain. The menace to Britain comes not solely from Germany; it comes from gentlemen in London, and their local organisation, who would impose on Birmingham and other cities a ±orm of Government which would be irresponsible and anonymous.
