A SHAKE-UP IMMINENT MUNITION’S MINISTER HOWE MAY HAVE TO GO TORONTO, Feb. 5. The Financial post has claimed that a Cabinet shake-up is imminent in Canada as the result of Lord Macmillan’s report criticising the munitions programme. It is suggested that it may probably involve the Minister of Munitions, Mr. C. D. Howe, although Mr. Mackenzie King will survive as Prime Minister. Mr. Mackenzie King announced in Ottawa that a supplementary air agreement between Canada and the United Kingdom will be signed by the Defence Minister, Mr, J, L. Ralston, in London on January 7, under which up to 25 all-Canadian squadrons is the immediate aim of Canada under the Empire air training scheme, in addition to three Canadian squadrons now in Britain. It was agreed that Royal Air Force officers and ground crews throughout Canada should be gradually replaced by Canadians when the latter are available. All Canadians training under the scheme will wear Canadian uniform, whether posted to Canadian squadrons or not. Mr. King said that ground personnel for squadrons to be sent to England would at first be provided by the R.A.F., although they could later be replaced by Canadians. This was necessitated by Britain's request for concentration on the production of pilots and air crews.
