ATTITUDE IN WASHINGTON. Received Aug. 14, 9.30 p.m. WASHINGTON, Aug. 13. Mr. Sumner Welles said the United States considers the situation in Shanghai resulting from the withdrawal of the British garrison, as a local matter to be adjusted there.
