A TOLERANT BRITAIN MEW OU AMERICAN AMBASSADOR Received Dec. 7, 6.40 p.m. NEW YORK, Dec. 6. The United States’ Ambassador in London, Mr. J, P. /Kennedy, has arrived. “The British Government has not the slightest belief that the United States will participate in the European War,” he said. “They understand our position. I think there is a problem of determining just what we mean when we express great sympathy with their cause, and at the same time, express determination to stay neutral. It is like sticking a tongue out at a fellow and yet not being ready to punch him on the nose.’
