Ten Per Cent. Penalty. The Wanganui City Council has carried a statutory motion imposing a ten per cent, penalty on rates unpaid on February 15, 1940. The council had no option in the matter and the penalty must be imposed. If a council neglected to pass the motion the councillors would all be liable for the penalty on outstanding rates themselves.
