SOVIET OFFICIAL. Received April 27, 5.5 p.m. SOFIA, April 26. M. Potemkin, Soviet Vice-Commis-sar for Foreign Affairs, left for Ankara. It was announced that he will stay for two days in Sofia on his return. This is regarded as proof ol Bulgaria's neutrality.
