CHEAP-MONEY POLICY
SUCCESS IN FRANCE. BANK RATE REDUCED. Received Jan. 4, 5.5 p.m. PARIS, Jan. 3. M. Reynaud's cheap-money policy scored a further victory when the Bank ot France decided to reduce the discount rate to 2 per cent., the lowest for two years, and the present English and Dutch rate. The bank also reduced the securities advance rate from 3 J to 3 per cent., also 30-day advances from 24 to 2 per cent. Government stocks and industrials are gaining ground as the result of the passing of the Budget.
