FORMATION OF NATIONAL GOV ERNMEN T ? (Independent Cable Service.) PARIS, Dec. 22. A first-class political sensation was caused by reports that M. Leon Blum (Socialist) and former Prime Minister was sounding out M. Andrew Tardieu, also a former Prime Minister, who is regarded as one of the most reactionary politicians, with a view' to creating a national Government in which M. Blum would serve. Both M. Tardieu and M. Ivon Delbos, another former Prime Minister, who is stated to be the medium through which M. Blum and M. Tardieu conducted conversations, deny the story. Confidence in M. Daladier The Chamber expressed confidence in the Prime Minister, M. Edouard Daladier, by passing the Finance Bill by 291 votes to 284, states an Australian Associated Press message. There were 40 abstentions from the vote, tantamount to approval of the decree laws, although M. Daladier lostf 24 votes since the last division.
