FOREIGNERS IN SPAIN Withdrawal of Equal Numbers ADVANTAGE WITH FRANCO (By Telegraph—Press Association—Copyright) Received Oct. 18, 7.38 p.m. LONDON, Oct. 18. The Daily Telegraph says that significance attaches to Count Grandi's suggestion for the withdrawal from Spain of equal numbers of foreign volunteers, as the most reliable estimates show that the proportion of foreigners fighting are 4 to 1 in favour of General Franco, whose troops include approximately 80,000 Italians, including thre regular divisions, some 10,000 German technicians, and also Moors, while the Republican International Brigade probably includes only 5000 who have had previous military training. Newspapers in Rome declare that the Italian proposals will be maintained as the utmost.

Savage, announced to-night that he had received through the British Ambassador at Brussels an invitation from the Belgian Government for New Zealand Government representation at the meeting to be held in Brussels on October 30 of the Powers’ signatory to the Nine-Power treaty relating to China signed in Washington in February, 1922. New Zealand was one of the original signatories of the treaty.

The object of the meeting is to examine, in accordance with Article 7 thereof, the situation in the Far East and to inquire into methods for bringing the present conflict to a conclusion. The New Zealand Government has accepted the invitation and is arranging to be represented by the High Commissioner in London, Mr. W. J. Jordan. TO RESTORE ALFONSO GENERAL FRANCO’S PLAN LONDON, Oct. 17. The News-Chronicle’s Paris correspondent says that according to information from a reliable Spanish source General Franco is planning to restore Alfonso to the throne. The same source reports that this would be regarded by Britain as a desirable solution of the Spanish problem.

TROOPS FOR LIBYA TWO THOUSAND MORE LEAVE NAPLES Received Oct. 18, 9.35 p.m. NAPLES, Oct. 18. To-day 2027 more troops departed for Libya. Extensive troop movements by the Egyptian Army to the Libyan frontier were reported on Saturday. Many military lorries loaded with barbedwire, war materials and troops, passed Dekhela on the way to the frontier. One convoy is said to have numbered 140 lorries. A telegram from Naples, also published on Saturday, said that 7000 more Italian troops had left there for Libya.
