DISORDERLY SCENES
COUNCIL ELECTIONS IN FRANCE Received Oct. 18, 8.7 p.m. PARIS, Oct. 18. Many disorders occurred on the second day of the departmental councils' elections, especially at Marseilles, where bailiffs appointed by the president of the Civil Tribunal were expelled from booths by the presiding officers. Orders were given that only groups of five electors would be admitted at one time. In the absence of the bailiffs ths booths became scenes of uproar. The police intervened, and as a consequence one candidate lodged a protest. At one booth a voter shot another in the head, the victim being taken to hospital and the attacker arrested. Unable to agree with other officials, the presiding officer at another booth picked up a ballot box and walked out with it under an arm.
