The non-intervention chairman's sub-committee rose at 12.30 p.m. It is understood that there will be a further meeting early next week. After Lord Plymouth and M. Gorbin had put the views of the French and British, the Ambassadors of Germany and Italy briefly replied. The delegates are asked to be ready on October 19 with authority to discuss the French proposals, which M. Corbin outlined, namely the immediate withdrawal of volunteers, after which certain belligerent rights should be granted. For the prevention of the despatch of fresh volunteers a tighter system of control must also be instituted. If the proposals are unacceptable, France will reserve liberty of action.

Lord Plymouth fully supported France and said that Britain more than once had expressed dissatisfaction with the work of non-interven-tion. If an agreement again cannot be reached Britain will reserve full liberty of action. Count Grandi declared that Italy had accepted partial withdrawal ot an equal number of volunteers from both sides as a substantial beginning. He suggested that the two parties in Spain be immediately approached to ensure that this be done.

Those who declared themselves in favour of non-intervention but against the recognition of belligerent rights, could not be considered neutral, M. Maisky said. He did not think that non-intervention now was practicable and believed that the solution was to allow the Spanish Government to buy arms where it could.

A non-intervention communique announces the appointment ot a technical advisory sub-committee consisting of representatives of the governments who desire to be associated with it to consider control. The chairman s subcommittee meets again on October 19 to receive the governments' statements regarding M. Corbin's proposals.
