The advent of the Konoye Government is hailed with relief throughout the nation as promising a general stabilisation of national affairs, especialyy enabling a truce between the army and political parties. The reentry of Mr. Hirota is one of the strongest pillars. The only factor of doubt is the re-entry of Dr. Baba, whose forceful advocacy of a form of controlled economy is akin to a state of socialism. Mr. Kaya is regarded as an able independent Minister of Finance in cooperation with Mr. Yoshino, who is an experienced Minister of Commerce and Industry. The appointment of Mr. Obarn Otani as Minister of Overseas Affairs is likely to redouble the vigour of the policy of southward expansion. Mr. Otani years ago was a pioneer proponent of south expansion, particularly for a solution of the population problem. It is reported that the Japanese Foreign Minister, Mr. Hirota, believes that the danger of war between Russia and Japan has been halved and an early settlement is possible. Japan also will seek a settlement with China, but will resist outside interference.
