PAYMENT OF COUPONS
AMERICA REFUSES REQUEST WASHINGTON. March 9. It is announced that Mr. Henry Morgenthau, Secretary of the Treasury, has refused to approve the request of France that the United States snould agree to the appointment of some bank in New York to act as agent ror the payment of coupons of a bllliondollar French defence loan in cases where payment is requested In dollars.
