RULE BY TERROR
CHARGES AGAINST STALIN Received Dec. 27, 9.5 p.m. NEW YORK, Dec. 26. The Times publishes exclusively what is alleged to be a document written by Trotsky just received here. It charges Stalin with deliberately liquidating the Communist revolution by killing off its old leaders and declares that the lives of those who confessed in the August trial had been promised them if they gave the desired testimony, but Stalin betrayed his promise. It is his intent to eradicate the growing discontent of the workers and populace in general by terror.
