CAPITULATIONS QUESTION ARMY BEING INCREASED CAIRO, Nov. 22. The Speech from the Throne announced that Egypt would shortly apply for entry to the League and was calling a conference of the capitulatory Powers with a view to rapidly abolishing capitulations. It Intimated :hat the question of sending an Egyptian contingent to assist in the defence of the Sudan was now being discussed. Meanwhile the army was being increased and equipped with modern war materials.
