RUSSIA AND JAPAN
FISHERIES CONVENTION MOSCOW REFUSES TO SIGN MOSCOW, Nov. 22. The Government refuses to sign the fisheries convention with Japan, though it has been initialled. This is regarded as retaliation for the Japan-ese-German anti-Communist agreement.
