Radek, in an article in Izvestia, j explains that the V 4.nglo-Russian naval ” agreement depends on Japan’s willing- ’ ness to conclude a similar treaty with 1 England and the non-inclusion of the Far Eastern fleet in any agreement. 1 Russia is striving to agree with Japan s , on naval limitation, pending which, she cannot limit her Far Eastern fleet or supply information on it. owing to Japan’s breach of the Washington Treaty and withdrawal from the Lonj don Conference. j Russia must re-build her fleet, owing to the failure of the Conference and the steady increase in the naval s armaments of other Powers, and _ the 1 loss of nearly the entire Russian Navy t in the Great" War necessitating safeguarding the Soviet against the growing navies of States which openly pioclaim a struggle against Russia.
