RAMSAY MACDONALD FOR SCOTTISH UNIVERSITIES BY-ELECTION LONDON, Nov. 29. The Sun-Herald Agency says it understands that it is practically certain that Mr. Ramsay MacDonald will contest the Scottish. Universities byelection as a result of Mr. Noel Skelton’s death. Mr. MacDonald is qualified by bis honorary degrees of the Scottish Universities.
