Important peace negotiations have opened at Shanghai, forshadowing the success of the Japanese designs in North China. TROOPS WITHDRAWN NORTH CHINA RAILWAY PEKING, Nov. 28. The Japanese have withdrawn their troc-ps from positions on the North China railway, seized yesterday. SPOKESMAN EXPLAINS REASON FOR SEIZING RAILWAY Received Nov. 29, 1.1.30 p.m. LONDON, Nov. 28. The Daily Telegraph’s Peking correspondent says that a Japanese spokesman states that the ’Army occupied positions of the North China railway because 400 wagons had been taken to Nanking since November 18, apparently indicating preparations for war. It was hoped China was not contemplating a conflict, as Japan desired pcJce.
