JAPANESE CONTROL CONSOLIDATION MEASURES by Telo<r»ph—Pi-e»B A'Eodation—Copyright) SHANGHAI, Nov. 26. The Nanking Government has appointed General Sung Chei uan Pacification Commissioner for Hopei, but the Japanese commander, General Doihara, declares this and similar measures a mere gesture. Japan will protect Yinjukeng in Tungchow, also Peking, whither 500 Japanese troops have arrived from Tientsin, ostensibly for manoeuvres. The Japanese have taken over the Tientsin racecourse from the Chinese owner as an aerodrome, and have dispatched 12,000 Manchukuo troops to Kupeiko Pass on the Great Wall in order, so the Chinese declare, to support the Tungchow regime.
