NAVAL PAPERS STOLEN. JAPANESE DOCUMENTS. QUEBEC, Aug. 27. Secrecy surrounds the theft of important Japanese naval papers from Lieutenant-Commander Omae, of the Japanese Navy, who recently arrived en route from Europe to Japan. The document was recovered by detectives, the chief (Mr. Emil Trudel) refusing to discuss the ease. He admitted that he was thanked by Air. S.
