COMMENT BY THE TIMES THE SANCTIONS ISSUE “KELLOGG PACT MUST STAND” [By Telegraph—Press Association—Copyright] Received Aug. 2,3, 12.30 p.m. LONDON, Aug. 22. The Times says: “Sanctions were fully discussed, and Cabinet considered it advisable to make a definite statement respecting a contingency affecting all the members of the League, if it occurs. Many who hoped that Britain would be able to give an immediate lead will bo disappointed. The Government decided not to commit themselves, being influenced by the anxiety to co-operate with France. “The decision not to raise the arms embargo is scarcely fair play, as weakly-armed Abyssinia is obliged to sec Italy piling up implements of war on the frontiers. “One of the most potent arguments in favour of delaying sanctions is that Signor Mussolini may be readier to listen if he gains an initial victory avenging Adowa and satisfying Italy’s honour. Britain, however, can scarcely •countenance Signor Mussolini’s deliberate attainment of his purposes by war. Britain is not in a temper to tolerate crude violation of the Kellogg Fact and to see a leading member of the League resort to spoliation. The Government will fail in its duty if it does not uphold that principle. Silence must not be misconstrued as unwillingness to apply sanctions if necessary.” The Daily Telegraph’s Rome correspondent says that while tho Cabinet discussions are being closely watched In Italy, the usual authoritative sources decline to comment. Military preparations, however, arc being pushed on unceasingly. The aiixsraft carrier Meraglia sailed from Naples carrying five bombers, five reconnaissance aeroplanes, and 82 pilots.
