SOME CHANGES MADE ECONOMY AND EFFICIENCY SYDNEY, Aug. 22. The Now Smith Wales Cabinet has approved administrative changes in the functions of the State Government Departments, necessitating a rearrangement of portfolios. The Government Whip, NT r J. B. Shand, has been promoted to be an assistant Minister without portfolio. Mr L. S. Spooner, Assistant-Treas-urer and Minister for Local Government, takes the title, of Minister of Works and Local Government. Mr 11. M. Hawkins, AssistantColonial Secretary, will be Minister of Social Services. The changes have been made to promote economy, increase efficiency, and avoid overlapping and duplication.
