Thje Chronicle’s Berlin correspondent says that inspired by an ancient Roman system Nazi chiefs are completing a new form of Government, whereby a Senate, co-mprising 60 exclusively Nazi members, is replacing the discredited Reichstag, Hitler is becoming more Caesar-like than ever. Ono of the first tasks of the Senate, which Will be meeting in Munich Brown House, will be the appointment of Hitler’s deputy', for which several hostile candidates are competing. Von Neurath. not being a Nazi, will be excluded from the Senate, which is being inaugurated about June when the present Constitution will be replaced by ono in which Germany will be divided into 20 districts, each having a Nazi Governor. The Chronicle’s Saarbrucken correspondent says tihat realising that the stream of refugees from the Saar is damaging German prestige, the Nazis are trying to stop it. Anti-Nazi’s passports are being confiscated in the streets and they are forced to apply to the Commission for fresh one-s. Others preparing to leave are being offered money to stay and are promised immunity, to which little credence is given, ©enunciations are in full sway. A favourite form of intimidation is to dig a pit in front of an anti-Nazi’s house, telling him: “This will be your grave after March 1.”
