LABOUR'S BIG GAIN. [ British Official Wireless. J RUGBY, Nov. 3. A.n analysis of the final results uf the municipal elections shows that Labour gained 770 scats and lost 29. The Conservatives lost 635 seats and gained 41. The losses suffered by the Liberals and Independents brought Labour’s net gain to 741 scats. Labour is now in control of !•> out of 28 London boroughs and 4 1 in the provinces. Of these, 11 London and 13 provincial boroughs were gains, the remainder consisting of boroughs where Labour maintained its majorities. ANTI-GRAFT INSTRUCTIONS i LABOUR'S MEMORANDUM. LONDON, Nov. 14. “No councillors or father, son or daughter, shall be eligible for any office or situation within the gift or appointment of the council and shall not enter upon a contract to do any work, directly or indirectly, tor a 'council,” says the London Labour Party in one of the most candid antigraft instructions ever issued, which is being dispatched as a memorandum for the guidance of every newly-elected councillot. The London memorandum, which was prepared prior to the elections by the party of which Mr. Morrison is secretary, also declares that ex-coun-cillors are similarly ineligible for throe months after their councillorship ends. The memorandum adds that lhe executive committee could under no circumstances defend improper practices and influcn'ces in public administration. Contractors should be kept beyond arms’ length. The only place for the decisions of the council’s business is the Town Hall. Councillors’ relations with th© staff should l>e mutually respectful, not personally intimate, and councillors must not use their influence to secure the appointments of individuals.
