SOVIET “NOTE”
TREATMENT OF PRISONERS. PROTEST FROM MOSCOW. RIGA, Sept. 2. The Soviet has handed to the Japa nese Ambassador a Note protesting against the inhuman tortures to which Russian prisoners in Manchuria are allegedly subjected. The Note requested that determined steps be taken to prevent its continuance.
