GERMAN FOREIGN PROPAGANDA
IT WILL come as a surprise to most people to learn that Germany has been spending £10,000,000 annually on propaganda abroad. Despite the fact that Germany has appeared to be indifferent to world public opinion, she has nevertheless been con-scious-of the necessity for placating world thought. Unfortunately for Germany her policy is one which so shocks civilisation that no propaganda efforts can place that policy in a favourable light. Certainly Germany has received very poor value for her £10,000,000 spent abroad in efforts to create a favourable public opinion.
