qUHE reports from Paris read as though Bedlam had been let loose within that city. Attempts are evidently being made to overthrow the present form of Republican Government. These attempts are the concerted work of elements which cannot long work together. The Royalists and the Communists must part company immediately the work of destruction is done. The Royalists believe in the rule of the King, but whom else besides is another matter. The opportunity for these very diverse elements to come together in opposition to the Republic as at present constituted has, however, been made by the French Parliament itself. For a long time now there has been no coalition of blocs within the Chamber of Deputies which could secure the passing of a Budget acceptable to the Senate. The continual fall of Cabinets has exasperated the public, and when the Stavisky scandals revealed that he had been shielded by persons in high office, together with the open charges that Stavisky had been murdered, and did not commit suicide, the match was played above the powder. Now the street rioting has resulted in a number of deaths it is difficult to foresee what will happen. Basically, however, it is the decline of the prestige of Parliament brought about by its inability to function properly, that has led to the present unhappy situation.
