WEARING OF UNIFORMS THE PRESIDENT’S DECREE BERLIN, June 16. President Hindenburg’s decree permits the “Brown Army’’ (Reichsbanner), but not the Communists, to wear uniforms. It imposes a severe penalty on the illegal possession of arms. Newspapers arc liable to suppression for a month if they incite the public against the Government and bring tjie authorities and religion into contempt. Official statements must be published. President Hindenburg states that if violence recurs the political armies will again be suppressed.
