At the opening of the League Coun cil session at Geneva to-day Viscount Cecil represented Great Britain when the question of Liberia was considered. A report providing for the appoint inent by the League and the United States of high o.fieial.s to supervise administrative, financial, and sanitary reforms was adopted, although the Secre tary of State for Liberia said that he was not in a position to say if his Gov ernment would accept these measures. A loan of 247,000 dollars, as well as a moratorium, will not be negotiated until Liberia accepts the full plan of reorganisation provided for in the report.
