CABINET-FORMING
DIFFICULTIES IN JAPAN. Received May 22, 7.50 p.m. TOKIO, May 21. Baron Saionji is encountering the utmost difficulties in forming a Cabinet. The possibility is mooted that he himself will undertake the leadership of a National Government. Baron Saionji interviewed three exPremiers and Admiral Togo. The chances of a National Cabinet, are aided by Mr. Suzuki’s failuru to indicate a concrete policy.
RECOMMENDATION MADE. Received May 22, 11.55 p.m. TOKIO, May 22. After three days’ negotiations, Baron Saronji has recommended the Throne to invite Adipiral Viscount Sarto to form a Cabinet, which may include Count. Uchida as Foreign Minister and Air. Takahashi as Finance Minister.
