For the first policy, the No. 5 Scheme has served its purpose very well, and despite the economic waste which was involved in such a scheme it had much to commend it. As a permanent method of meeting the unemployment problem it was obviously undesirable, and although the consistent increase of the unemployment problem perhaps contributed to the long life of the No. 5 Scheme, it is desirable that the second policy should not be long delayed. It is pleasing to learn, therefore, that a policy productive of greater benefit is being worked out by the Unemployment Board. The development of land and mining is now contemplated, and this should certainly be more productive in the nearer future than grubbing weeds from garden paths. The move toward the second policy is undoubtedly desirable. •
