DEVIL’S ISLAND ESCAPEES LONDON, July 28. Three fugitives from near Devil’s Island, the notorious French penal station off the coast of Louth America, will go free as a result of a decision of the Privy Council. They are Pierre Retzenger, a Frenchman serving 20 years for murder; Uirrille Caullier, a Frenchman on a life sentence for attempted murder; and Gregoire Kossevcchatko, a Russian, serving two years for po.itical murder. They escaped last year, with eight others, in a boat, which capsized in the shark-infested sea. Two disappeared, and the remainder landed at Trinidad, where they were immediately arrested in accordance with the law authorising the apprehension of persons suspected to have escaped from French Guiana. This enables the Guiana authorities to apply for extradition. The three appellants, suing in forma pauperis, based their case on technicalities, including the objections that France had not supplied evidence that the crimes were committed under French jurisdiction and that the Magistrate’s committal order was irregular and invalid.
