AND WHEREAS by Proclamation bearing date the ninth day of June 1924 and published in The New Zealand Gazette of the twelfth day of June 1924, Number 40, the Borough of Wanganui was proclaimed a City as and from the first day of July 1924 under the name of “The City of Wanganui’’ AND WHEREAS the total sum which it is necessary to raise for the purpose of paying off the said Special Loans of £lO,OOO, £l,OOO, £35,000, £3.500, £3,500 and £50,000 on the respective due dates thereof is £54,570 AND WHEREAS pursuant to the provisions of “The Local Government Loans Board Act, 1926’’ the precedent consent of The GovernorGeneral in Council to the raising of the said loan of £54.570 was, on the thirteenth day of July 1931, duly obtained NOAV THEREFORE The Wanganui City Council DOTH HEREBY in exercise and pursuance of tho powers vested in it in that behalf by the provisions of “The Local Bodies Loans Act, 1926” “The Municipal Corporations Act, 1920’’ and all other Acts and powers in anywise it enabling RESOLVE by Special Order FTRST to raise a Special Loan of and to borrow the sum of £54,570 for the purpose of paving off the said Special Loans hereinbefore mentioned and that the said Special Loans be paid off SECONDLY that the said Special Loan of £54,570 to be so raised shall be for a term of twenty years commencing from the eighth day of September 1931 and be repayable at The Bank of New Zealand, Wanganui, New Zealand, or at any other branch of the said Bank of New Zealand in New Zealand on the eighth day of September one thousand nine hundred and fifty-one. THIRDLY that the interest on the said Special Loan shall be payable at the Bank of Now Zealand. Wanganui, New Zealand, or at any other branch of the said Bank of New Zealand in New Zealand at the rate of five pounds fifteen shillings per centum per annum payable haif-yearly on the eighth day of September and the eighth day of March in each year during the currency of such loan FOURTHLY that a Sinking Fund be established during the currency of the said Special Loan of three pounds per centum per annum on the amount for the time being of the said loan actually borrowed for or towards payment of such loan at its maturity. FIFTHLY that the security for the said Special Loan shall be an annually recurring special rate of throe and three eighths of a penny in the pound upon tho annual value of all rateable property within the City of Wanganui the boundaries whereof are defined in the New Zealand Gazette of the twelfth day of August 1926 Number 53 at pages 2,500 and 2.501 SIXTHLY that tho name of the said Special Loan shall be “The Wanganui ’Citv Council General Purposes and Tramway Repayment Loan (1931) of £54.570.” Tho above Resolution will be submitted for confirmation at a Special Meeting of the Council to bo hold on Tuesday tho eighteenth day of August 1931 at 7.30 o’clock p.m. at the said Council Chambers.
