ARMED POLICE MOBILISED BERLINERS IN A PANIC BERLIN, Aug. 10. Twelve thousand armed police have been mobilised and control the city, which is virtually under martial law. The Bulow Platz district is cut off, and no one is permitted to enter. The population of the district is in a state of panic.
