TWO BY-ELECTIONS HELD CONSERVATIVES WIN AND LOSE Received Aug. 11, 5.5 p.m. TORONTO, Aug. 10. Tho Consc-vatives gained one seal and. lost one in two Federal by-elec-tions to-day. Mr Humphrey Mitchell (Labour), captured East Hamilton, traditionally Conservative, with a majority of 3000 votes, from Mr M. M. Robinson, Conservative. In the constituency of Three Rivers, Mr Charles Bourgeois, Conservative, defeated Mr Wilfred Gariepy, Liberal, by a margin of 251 votes. The Liberals had held the seat for 30 years. The by-elections were caused by the deaths of former members.
