NEUTRALITY TREATY. WHAT EACH PROMISES. MOSCOW, June 24. A Soviet-German treaty of neutrality has been signed, replacing tho fiveyears’ treaty expiring on June 29. It mutually pledges both to observe neutrality in case of attack by a third Power. Each promises not to join hostile coalitions or economic and financial boycotts against the other, either in peace time or war time.
