IS GERMANY AN EQUAL? QUESTION FOR THE CONFERENCE. [By Telegraph—Press Association—Copyright] BERLIN, June 19. General von Seeckt, whose opinions are greatly respected, speaking at Munich, said that Germany was between two Powers which were increasing armaments. “ Germany lias simply to ask the Disarmament Conference whether she is to be treated as an equal,” said the General. “If she is refused, Germany must have a free hand immediately to arm and reintroduce compulsory military service.”
