Kellogg said to-day. he would not be surprised if Britain sought to re-open negotiations with the United States for an understanding regarding cruiser tonnage. Under the circumstances it would not be difficult to express an opinionwhile he was optimistic himself, he had no knowledge of a definite movement toward an understanding, inasmuch as the Washipgton Treaty signatories would automatically hold a conference in 1931. Mr Kellogg hardly thought it profitable to invoke a cruiser conference prior to then. He said a willingness to call the .1931 conference earlier than August, as some Powers suggested, had been expressed by the United States.
