RUGBY RULERS

NEW ZEALAND UNION Management Committee Discuss Ranfurly Shield Tangle THE ENGLISH TOUR REPRESENTATIVE SIDE TO TRAVEL. [Par Pi ess Astcclatiar. j WELLINGTON, June 6. A meeting of the Management Com laittce of the New Zealand Rugbj Union was held to-night, Mr S. S. Deer presiding. Bush Union’s Subsidy. The Bush Union asked for a subsidy towards the cost of their Northern torn this season. The chairman said that the New Zealand Union’s policy was to assist teams visiting isolated centres like the West Coast, but if they were going to make grants to all and sundry there would be no end to such requests. The New Zealand Union had not a great deal of ready money at its disposal. In going to the King Country and Thames Valley the Bush Union was doing good for the game but they would have to come to a definite understanding regarding grants to touring minor unions. It was a question whether some of the minor unions should not join up with major unions. Mr Wylie said that there were three major unions with w’hich the Bush Union could join up—Hawke’s Bay, Wairarapa, and Manawatu. On the motion of Mr E. McKenzie it was decided to make a grant of £25 to the Bush Union. Many Challenges for Ranfurly Shield

The Auckland Rugby Union wrote forwarding challenges for the Ranfurly Shield to the Wairarapa, Canterbury, South Canterbury, Southland and Wellington Unions. The South Canterbury Union wrote stating that the Canterbury Union had advised that they would be unable to set aside a date for a Shield match before July 18, on which date Canterbury had agreed to play Wairarapa. They asked if they would be in order in declaring their match with Canterbury a match for the trophy. Mr Dean then moved: “That in respect to matches for the Ranfurly Shield all challenges shall be subject to acceptance by the home union and also to the approval of the New Zealand Rugby Union in committee.” The chairman (Mr S. S. Dean) said that the Union could not very well accept a “globo” challenge for the Shield. Mr T. A. Fletcher: “A ‘globo’ challenge is wrong in principle.” Mr E. McKenzie: “In the event of Wairarapa winning the Shield from Canterbury, would they be compelled to play Auckland for the trophy immediately upon their return? If this were insisted upon Wairarapa would have to cancel the match with South Canterbury. ’ ’ Mr Dean: The New Zealand Union have a right to say which shall be challenge matches. Mr E. Wylie: Rule 2 gives the New Zealand certain rights but no right where the match is played on the , ground of the holders of the Shield. Air Dean. “I am quite convinced that the rule intended that the New Zealand Union certain rights but no right where the match is played on the declare which shall be challenge matches. A team might be called upon to play a Shield match the very day it returns from a strenuous tour. Would that be fair? Rule 5 was put in to limit special challenge matches as these made special charges on the gate money.” Air Dean moved: “That in regard to the Ranfurly Shield only the actual holders of the Shield can be challenged. ’ ’ Air Wylie moved as an amedment that the matter be referred to the Union’s solicitors. Air T. A. Fletcher seconded the amendment. Mr Dean: “Suppose a union disagrees from our ruling what are we to do?” A member suggested that legal advice should be sought Mr Dean: “I don’t see why we should require legal advice to settle a Rugby question. ’ ’ Mr E. McKenzie seconded Air Dean’s motion. Mr Dean: I am afraid that the Ranfurly Shield rules are getting a bit offside and the sooner the position is clarified the better. Air Wylie then withdrew his amendment and Air Dean’s motion was carried. Minor Unions Match. The North v. South Island Minor Unions match was offered to Manawhenua for August 4 at Palmerston North provided the Alanawhenua v. Wanganui match arranged for that date could be put forward a week. It was decided that nominations for places in this match must be forwarded

by July 18. A request by the Rector of the Palmerston North Boys’ High School that the match between his school and Te Ante College at Palmerston North on June 20 be declared a Moascar Cup match was acceded to. To Tour New Zealand. In confirming acceptance of the New Zealand Union’s invitation to send a team to New Zealand in 1930 Air S. F. Cooper, secretary of the English Rugby Football Union, wrote Bs follows: “My committee met on April 13 and your cable was read to them. It was unanimously decided to accept your kind invitation and that the Rugby Union should themselves undertake to send a team to New Zealand, and it was hoped that the tour could include some matches in New South Wales. The assembly arrangements would probably be placed in the hands of MessFs T. H. Homer and Co., 418. The Strand, London, W.C.2, who have so ably conducted the tours of the New Zealand teams in 1924, the Alaori’s in 1925, the Argentine tour in 1927, and the New South Wales tour in 1927-28. I feel sure they w’ould be glad to offer their services if it would bo helpful to your Union.” The Rugby Union committee were themselves disappointed that the International Board were unable to accept your previous invitation,” continued the letter. “They fully realise the importance of sending a team and every effort will be made to collect a representative side. ’ ’ All Black Press Reports. Strong dissatisfaction was expressed by members at the paucity of the reports of the matches played by the New Zealand team in South Africa which were appearing in the New Zealand papers. Air S. S. Dean, the chairman, stated that when manager of the 1924 New Zealand team he had received a cablegram from New Zealand voicing the same complaint and had at once interviewed the representative of the Press Association in London, who had at once promised to see that fuller reports were cabled. Members pointed out that when important tennis, cricket, golf, boxing and athletic events were held in various parts of the world adequate reports were sent out describing in detail the performances and yet the doings of the New Zealand Rugby team, in which almost the entire population of the Dominion were keenly interested, were being reported in the most perfunctory manner. On the motion of Mr Dean it was decided that Afessrs Dean, E. Wylie and T. A- Fletcher should wait upon the Newspaper Proprietors’ Association, the editors of the Dominion and and the Evening Post and the manager of the Press Association in order to see if fuller reports could not be provided for the public.
