Paris messages state that the Council of Ministers approved of thc French draft of the treaty outlawing war. M. Poincaire visited M. BriUnU, who was unwell and secured his approval with a slight modification, after which the draft was telegraphed to thc French Ambassadors at London, Washington, Rome, Berlin and Tokio and is expected to bo published next week-end. Thc draft embodies the reservations upon which M. Briand insisted upon in his negotiations with Mr Kellogg, dealing with legimate defence and the observation of obligations under the League covenant and existing treaties. The correspondent of the Daily Telegraph states that the French pact, runs on lines fairly paralell with the .American document but the articles arc longer and- the reservations expressed in judicial language appear more modest than M. Briand’s note to Mr Kellogg. The Ministers dispensed with covering letter which was felt would inevitably emphasise the divergencies between the French and American viewpoints. Instead they sent instructions through their Ambassadors.
