CRIME IN CHICAGO MALADMINISTRATION ALLEGED (A. and N.Z.) NEW YORK. Feb. 28. As a protest against the alleged city maladministration in Chicago, the Church Federation appointed Alarch 7 as a day of public prater, and adopted a resolution declaring that the conditions in Chicago were such that the b .l-lot-box was wantonly violated, life and property in a large measure were unsafe, the homes of citizens were menaced by bombs, and crime, graft, and corruption were besmirching the city’s good name. Moreover the evidence seems clear there is a partnership between the criminals and some of the officials, as is manifest by the 100 gambling joints and vice dens, which are openly tolerated by negligent officers.
