GOOD ADMINISTRATION SIR -TAMES PARR’S REPORT. (A. and N.Z.) GENEVA’, Nov. 3. Sir James Parr, addressing the Mandates Commission, justified New Zealand’s action in Samoa. Notwithstanding the declarations of a small group of agitators the Government had performed its ordinary functions most successfully. Last year showed the highest birth and the lowest death rate yet achieved. The taxation of the natives had been reduced to 36s per head. All were entitled to free medical treatment. The New Zealand Government was also marketing copra on the natives ’ behalf, and the High Commissioner had sold the first shipment to Europe at the highest prices yet obtained, indicating the success of the movement. Sir James Parr expressed the opinion that the real reasons for the agitation in Samoa were copra and prohibition.
