BOARD’S PROPOSALS QUESTION OF OPERATION GUARANTEE. Received November 3, 8.50 p.m. (A. and N.Z.) NEW YORK, Nov. 3. The United States Shipping Board has been urged by Senators McNary and Steiwar from. Oregon to continue the policy of the five-year operation guarantee in drawing specifications for the sale of the American-Australian Orient Line. Both opposed the extension of the guarantee period to ten years, and urged that an interchange of ports be provided allowing freedom, of operation and saving the wheat growers considerable sums.
