AN UNPLEASANT RECEPTION NASTY JAR FOR GERMAN DELEGATION. Received November 3, 11.50 p.m. • (A.P.A.-Sun). WARSAW, Nov. 3. A German Communist delegation bound for the anniversary celebrations at Moscow was held up on the RussoPolish border. The Soviet customs officers confiscated a large banner bearing Communistic inscriptions, because the delegates refused to pay the customs duties.
