LONDON, May 20. The Government is on the eve of a momentous decision regarding relations with Soviet Russia, and according to well-informed political observers, the breaking point has been reached. The Arcos raid will possibly result not merely in the abrogation of tho Trade Agreement, but in severance of diplomatic relations. A large scale campaign aiming at the diplomatic and economic isolation of the Soviet has commenced, according to tho Gazette. This is the international aspect of the Arcos raid, which was purpc/cly timed for M. Doumergue’s visit. On the Communist question Britain has definitely assumed the European leadership, and other countries are prepared to follow her example. First and foremost the campaign is applicable to France, and the results of the raid are expected to profoundly affect France’s attitude towards the Soviet.
