B. Montgomery, ex-Controller of Customs, W. K. Hayward, manufacturer of Dunedin, M. J. Reardon, workers’ representative on the Court of Arbitration, and J. W. Collins, secretary to the Department of Industries and Commerce. Mr Hayward was the dissentient.
