AT WASHINGTON
NEW CANADIAN MINISTER THE FIRST APPOINTMENT Received Feb. 16, 7.20 p.m, WASHINGTON, Feb. 15. With the arrival'of Mr Massey, the new Canadian Minister to the United States, three permanent envoys of the British Commonwealth*-met to-night in Washington for the first time in history. The British Ambassador, Sir Esme Howard, and the Irish Free State Minister, Mr Smiddy, greeted Mr Massey upon his arrival. Mr Massey presents his credentials to the Secretary of State to-morrow and on Friday will be formally received by President Coolidge.
