NEW PARTY ARISES WANTS PLEBISCITE ON FATE OF GOVERNMENT. PRIME MINISTER AGREES TO REQUEST. Received Sept. 5, 8.25 p.m. LONDON, Sept. 4. A curious message from Madrir says that a new party, named the Patriotic Union, asked General de Rivera to authorise the holding of a plebiscite on September 11 in order to give the country an opportunity of voting confidence in the Government, and to express its desire for the convocation of National Legislative Assembly. The Dictator acceded to the request.
